It appears that this woman is arriving in town, as she is pulling a suitcase, but the scene did not quite make sense to me.
She is wearing a swim suit top, which is common for a beach town like Tamarindo, although I don't think people would normally wear swimsuits while traveling with suitcases. Most tourists do not arrive in town with dogs, butost local people would not be pulling a suitcase.
Believe it or not, this photo was taken at one of the two major intersections in town. She is walking up the main street leading away from the beach. The street in the background is the beach front road, and the beach is just on the other side of the shops in the background.

The imagination runs wild! Maybe she just broke up with someone and is moving into a new place. And taking the dog.
Maybe she went shopping and the suitcase is an easy way to carry all the purchases.

Thanks for the clue about the flags in my picture today. I thought they might be something like that but I wasn't sure.
She doesn't look too happy. Perhaps she's leaving her lover's home for other digs and everything she owns is in that suitcase. Well, it could be!

It´s a way to not waste time changing clothes to go to the beach as soon as you arrive.
The weather looks pleasant enough. If you see her again you could ask her what the deal was with the unusual outfit.
I don't know Dave, young people are very casual these days especially if it's hot..whatever the reason, she wears it well out!
