He is extending his arms either to help his balance or to draw attention to his exciting form and adventuresome approach to surfing.Tomorrow I will show you what happened to him next. He looks like he is about to topple over, but looks can be deceiving.
I think he looks like he knows what he's doing. It isn't a very big wave. Maybe he will ride all the way.
